donnell's campaign for the governorship in virginia, and the way he has governed since he has been there. virginia governor bob mcdonnell, after tim pawlenty, now being christened the new voice of the republican moderate. when he was endorsed last year, noted, quote, moderate temperament. mr. mcdonnell was hand-picked by the republican party to give the republican response to president obama's state of the union address earlier this year, after he had been in office precisely 11 days. mr. mcdonnell was praised as the new face of the republican party. move over, tim pawlenty, there is a new republican moderate seeming guy in town. a new republican moderate seeming guy that declared the month of april will be confederate history month in the commonwealth of virginia. governor mcdonnell releasing a proclamation to that effect saying, quote, april is the month in which the people of virginia joined the confederate states of america in a four-year war between the states for independence. oh, that's what we're calling it now, a four-year war between the states for independence. sounds awesome. is that a

. first, a different health care bill was signed last month. not at the white house, but in virginia. virginia governor mcdonnell signed into law that bars the federal government forcing virginians to buy health insurance. he on the record about his state's battle against the federal government. you also have been the attorney general so you knee job pretty well. did you consult with the attorney general when he made his decision to file suit? >> i did. he advised me he had been doing the legal research over the last couple of months about this claim. and we both believed that individual mandate passed by the united states congress is not authorized under the commerce clause of the united states constitution. and so we think it is not a proper act on the people of virginia. we passed a bill during the course of this last general assembly session that went into effect to weeks -- two weeks ago tonight says it is not permissible to force the citizens of virginia to purchase health insurance under penalty of law. we've got standing under that new end actment that i signed today. that's

, virginia, and it happened sometime after midnight last night. megan lagrath has the story on how it all started. >> well, good morning. this all began with a call to 911, smnl reporting that a family member was in psychiatric distress. police responded and inside the apartment, they found a very agitated man, they say. they say that officers had no choice but to use a taser. that man later died. police say paramedics were on the scene when the man went into cardiac arrest. but despite their efforts, he was pronounced dead at the hospital. investigators are now waiting for the relates of an autopsy to see if the use of a taser played a role in the man's death. it all began just after 12:30 this morning with a 911 call. a resident at the wildwood park apartments on columbia pike said a visiting family member was having a psychiatric emergency. according to a police spokesman, when officers arrived, they encountered a naked, agitated man. >> they found an unclothed and uncooperative male. the officers were forced to deploy a taser to bring him under control. shortly thereafter, they notice

and virginia came together to ask for more oversight of the agency. news4's megan mcgrath joins us with more. >> good morning. there have been 15 accidents in the metro system in the last year. the chairman of the committee on oversight in government reform opened this hearing by saying that was completely unacceptable and that something needs to change. now, metro officials including the new interim gm, richard sorrells are appearing before that committee today to answer questions about their safety record and what's being done to make sure that the system and the passengers are safe. now, some lawmakers a calling for more oversight over metro. specifically that there needs to be an agency with real teeth, real enforcement powers to watch over the system as well as come up with safety procedures. right now they say there is not such an entity that has enforcement powers and plays that role. also, others are calling for more funding, specifically federal funding for metro so that they can get back to do some of the maintenance and other things that they need to do and they hope that that wil

't get reports of a tornado. we were showing signs of rotation as it crossed from west virginia into washington county in maryland. this big hail core is headed towards fredrick right now, right on route 15and east, northeast at about 30, 40 miles per hour. we have severe thunderstorm and thunderstorm warnings that continue back in virginia and back to winchester and berryville. but that particular storm had shown supercell characteristics. individual thunderstorms that can take their own weather. and, again, just severe thunderstorm warnings right now until 7:00 for washington fredrick counties in maryland, northern part of louden until 7:00. let's go back to the weather computer and show you where we have the slight risks of severe weather from the storm prediction center and. i want to highlight that they have put there's a 5% chance of rotation showing up in the storms. and this is something i was concerned with last night, saying we had a chance of an isolated tornado. there's the watch box until 7 :00, mainly for fredrick, you are right under the gun. you will probably see

northern west virginia. that's associated with the weather front. it is a weak front but again moving away from our area. we will clear out later tonight and we will clear out and more sunshine tomorrow. one more dry day before we go into this pattern of wet weather across the area. there you can see some showers up around hagerstown. we had a few around fredericksburg. those are now gone. they made their way east and out of here. the big system that i talked about, look at this. producing snow showers, now some thunderstorms where some of that moisture is finally running north out of the gulf of mexico with drier air to the north and it will be producing more severe weather across the plains. let me take you to colorado right now. this is near the denver area. bennett, colorado, where you may think colorado got more snow. in fact, several inches of marble-sized hail around the area yesterday afternoon and these storms did cause flooding across state and you know what, more severe weather is expected there tomorrow. again, this is a big system. large system that's going to affect -- many,
